On April 22, 2010, the Nevada Gaming Commission (hereinafter the “Commission”) adopted a number of amendments to Regulation 14 governing the manufacture of gaming devices. A subset of these amendments were promulgated pursuant to changes to the Nevada Gaming Control Act (hereinafter the “Act”) during the Seventy-Fifth Session of the Nevada Legislature. A recent Internet gambling conference in Las Vegas referred to Nevada as “the gold standard of gaming regulation.” But is it? Since Nevada legalized casino gambling in 1931, 21 states have followed suit, with most of them joining the club between 1989 and 2008.
