Limited-stakes gambling brought unexpected, rapid change to the tiny Black Hills community. But after two decades after card games and slot machines became legal, the town continues to evolve. The take has surpassed everyone's expectations in the year since slot machines and card games became legal in this Black Hills town where Wild Bill Hickok was gunned down in an 1876 poker game. Deadwood has survived three major fires and numerous economic hardships, pushing it to the verge of becoming another Old West ghost town. But in 1989 limited-wage gambling was legalized and Deadwood was reborn. Today, the town is booming once again. But due to the gambling saturation that’s overtaken America, Deadwood had to increase betting limits to remain competitive with other states. South Dakota’s largest casino is Royal River, which has almost 400 gaming machines and 10 table games. The second biggest is Silverado Franklin Hotel & Casino, which offers 360 slot machines. Deadwood enjoyed a brief monopoly when gambling first became legal, but three mining towns in Colorado and scores of Indian reservations have since opened up casinos of their own. Thanks to its historical importance as a goldmining town, Deadwood is home to the bulk of the state’s gambling institutions. There are also a number of tribal casinos to choose from. However, online casinos remain illegal in South Dakota and there is no talk of this being amended any time soon. For example, Deadwood is paying $2.5 million as their share of the State’s $12 million improvement of Highway 85 and some of that money is the “historic preservation” gambling revenue. Deadwood has used that “historic preservation” money to build new water mains, a new police station, a new City Hall and a new $6 million recreation and aquatic center. Legalized gambling began in Deadwood on Nov. 1, 1989, when an actor portraying Wild Bill Hickok, accompanied by a woman portraying Calamity Jane, shot a revolver into the air. That study says legal sports wagering will add $6.1 million to the economy in SD, create 152 permanent jobs and produce over $2 million in annual tax revenue. As Ewing stated, another argument for ratification is keeping Deadwood competitive with other gambling destinations. Voter approval may be just the beginning of a long process, however.
